CONSTITUTION

1. NAME:
The League shall be called the ALL SECTORS NETBALL LEAGUE hereinafter referred to as the ASNL and shall be affiliated to the Trinidad and Tobago Netball Association.
2. COLOURS:
The colours shall be Green and White.
3. OBJECTIVES:
a) To organise, promote, control and regulate the game of Netball in Trinidad and Tobago for Working Women under the International Federation of Netball Associations (IFNA) System
b) To provide opportunities for the growth and development of Netball by the promotion of friendly tournaments.
c) To encourage healthy rivalry and the development of proper social activities through the sport.
d) To promote the social and economic well-being of participants and supporters of the League.
e) To raise funds for the furtherance of the aims and objectives of the League.
f) To develop a cadre of committed efficient and technically competent administrators and officials for the sport of Netball.
g) To do all such other things as may be incidental to the attainment of the aims and objects of the League.
4. MEMBERSHIP OF THE COUNCIL:
The League shall be governed by a Council, which shall consist of a representative of each affiliated organization. From these representatives the following officers shall be elected, President and Secretary.
5. POWER OF THE COUNCIL:
The Council shall be the governing Body of the League and all its decisions shall be final and binding.
6. COMMITTEES:
The Council shall appoint a Management Committee. The Management Committee, from among its members, shall appoint a Chief Executive Officer to manage the affairs of the League. The Council may also appoint any other committee that may be necessary. (Amended December 13, 2006)
7. CONDUCT OF MEETINGS:
At meetings of the Council, the President and in his/her absence, a member of the Council, who shall be duly elected at the meeting, shall preside.
Every member organization present shall be entitled to one vote. The Chairman shall have a casting vote.
Quorum
Fifty percent of the members shall form a quorum. If within one half hour from the time appointed for a meeting a quorum is not present the meeting shall stand adjourned to the same day in the following week at a place and time to be determined and if at the adjourned meeting a quorum is not present, the members present shall form a quorum.
8. CONVENING OF MEETINGS:
The Council shall meet at least once during the season, but for matters that require immediate attention, the Secretary shall call an emergency meeting of the Council.
9. MEMBERSHIP OF THE LEAGUE:
The League shall consist of such affiliated organizations playing Netball according to such laws, rules and regulations as the Council may approve.
All organizations before being affiliated to the League shall satisfy the Council that they are properly constituted bodies, that is, representatives of a Body, Company, Professional Group, Business Group playing Netball under the official Rules of the IFNA System only.
Honorary Membership:
If on account of service rendered to the League or the welfare of Netball in general or for any other reason the Council shall consider any individual worthy of honour, they shall have the power to elect such an individual to honorary membership of the League, providing the voting of the Council if unanimously in favour of the election. Honorary members may attend the meetings of the Council and take part in any discussions of the Council, but shall have no voting power.
10. ANNUAL GENERAL MEETING:
The Annual General Meeting of the League shall be held at such time in November – December in each year at such place as the Council shall decide. (Amended December 04, 2002)
The Secretary shall give fourteen (14) clear days notice in writing to all affiliated Teams and Members entitled to attend the meeting. The Agenda specifying the business to be transacted thereat shall accompany such notice.
The Business of the Annual General Meeting shall be to receive, consider the Accounts and Balance sheet, the Secretary’s Report on the activities of the League for the preceding year and any other Reports; to elect officers, to appoint Auditors; and to consider any other matter which the Council may propose, or of which at least fourteen (14) days previous notice in writing shall have been given to the Secretary.
11. AN EXTRAORDINARY GENERAL MEETING:
The Council shall convene an extraordinary general meeting, whenever it thinks fit, and it shall do so on a notification made by the Secretary.
Each affiliated member shall be entitled to two (2) representatives but one Vote at a General Meeting.
12. DUTIES OF THE OFFICERS OF THE COUNCIL:
The President shall preside at all meetings of the Council. If the President is absent, a Chairman shall be elected from the Council.
The Secretary shall carefully keep the Minutes in which shall be recorded the business transacted at all meetings of the Council. He/she shall be in regular communication with the President in all matters affecting the interest and conduct of the League’s affairs. He/she shall keep suitable records of all matches played under the auspices of the League.
13. RESPONSIBILITIES OF THE MANAGEMENT COMMITTEE:
The responsibilities of the Management Committee may include: Administrative, Technical, Finance, Discipline, Selection and Awards, Public Relations etc. (Amended December 13, 2006)
14. AUDITORS:
At each Annual General Meeting of the Council, the Council shall appoint Auditors for the ensuing year. The Auditors shall audit the accounts of the League whenever the Council may think fit, but must do so at least once a year in time for their Report to be presented to the Annual General Meeting.
15. DATES OF THE SEASON:
The Season shall commence from the first month of the year and end on or before the 30th of April in each year, unless the Council thinks it fit to extend the duration of the Season in order to complete a competition.
16. ESTABLISHMENT OF RULES AND REGULATIONS:
The Council must approve all rules and regulations with reference to the League.
17. INTERPRETATION OF RULES:
The Council of the League is the sole authority for the interpretation of these rules and regulations, and the decision of the Council upon any question of interpretation or upon any matter affecting the League and not provided for by these rules or regulations shall be final and binding on every member |
